The government will implement the distribution policy of subsidized fuel oil at the end of quarter one of 2011. The policy will safe around Rp3,16 trillion or equal to 1,74 million kiloliter.
General Director of Oil and Gas of the Energy and Mineral Resources Ministry Evita Legowo said the efficiency can be allocated to pro-people energy sector program such as the electrical infrastructure development, natural gas for transportation, and improvement of energy infrastructure in East Indonesia area.
“The efficiency is not like money but the exact using of fuel oil subsidy appropriately to state budget which quota served. It means there is no added fund in 2011, but maybe in 2012,” said Evita in Jakarta on Dec. 22.
In previous report, the government and parliament had approved fuel oil subsidy restriction, which cut subsidy for private vehicle, except motorcycle and public transportation. To avoid misappropriation, the government will prepare its supervision equipment.
“We need a control device to know the fuel oil subsidy volume. Every total volume of the public transport vehicle consume must be allocated. The device itself will put into those cars,” she said.
According to her, State Oil and Gas Agency (BPH Migas) has prepared the regulation of supervision by a control device. Now, the task of Energy and Mineral Resources Ministry socializes about that matter. Meanwhile, the decision about a further control device arrangement is not final between the ministry and the BPH Migas.
So far, according to studies, as possible as use equipment is called Radio Frequency Identification (RFID), which put at the public transport vehicle. But, Evita said it needs further studies, and the supplying planned will be tendered.
The national oil company Pertamina has also prepared the infrastructure to support fuel oil subsidy arrangement program that will implement in Jakarta Bogor Depok Tangerang and Bekasi area at the end of March 2011.
Vice President Corporate Communication Pertamina Mochammad Harun said, the prepared infrastructure included distribution of non-subsidized fuel oil produced by Balongan factory in Indramayu and Plumpang storehouse for the supply at fuel oil station in Jakarta Bogor Depok Tangerang and Bekasi.
Now, from 720 fuel oil stations in the area, 530 have sold non-subsidized fuel oil Pertamax. Meanwhile, the other 149 stations must be converted, so they are ready to sell Pertamax and 21 stations have to do a new investment for special tank Pertamax added.
“We will use three months later well to prepare the policy of government itself. We are optimistic that before the end of quarter one in 2011, all the fuel oil stations in Jakarta Bogor Depok Tangerang and Bekasi have been ready to sell Pertamax,” said Harun.
A member of Commission V of the House of Representatives, Yudi Widiana Adia, said the government should not use horse glasses for the implementation of subsidized fuel oil restriction because the service of public transportation is very bad till now. “Look at the bus way or train that carry out million people every day in Jakarta Bogor Depok Tangerang and Bekasi. The decrease of quality and service describe that the government is not really serious fix the problem,” said Yudi.
Whereas, the traffic jam in Jakarta is in front of our eyes, so the government should look for a solution to solve the problem soon, by making well public transportation as priority.
According to Yudi, the fund allocated for fuel oil subsidy should be used to the development of mass cheap public transportation. In the early implementation, the development of infrastructure will be more expensive, but if we count sum of fuel oil subsidy every year which around Rp100 trillion, that must be profitable.
Different with Yudi, the economist of Indonesia Institute of Science (LIPI) Latief Adam said, the government policy to restrict subsidized fuel oil is reasonable. “So far, who enjoy fuel oil subsidy are the haves. But, in the 1945 Constitution, subsidy should be given to the people who can’t buy car,” said Latif.
